Billing Problem

I went to the ATT store last week to add a phone line to my current service.  I was told I could not bc I had not paid a Uverse Internet bill (long story, posted previously) that had already gone to collections.  I don't understand--if that bill has gone to collections then it is not a bill I owe to ATT so how can they keep me from ordering another phone line?
