In Hospital......Phone Cancelled

I am a 100% disabled Veteran .
I have benn in the V.A. Hospital.
I have not used my phone or paid my bill.
In the mean time A.T&T has cut off my service and discontinued my line. They also want forty dollars or more to get my phone working.
I feel I need to have a second line in the house for emergencies. I currently only have a land line that is run through the Internet. So it is important for me to have this second phone working.
Any advise?
