Phone upgrade keeping same plan, offered credit by ATT only to be denied and not called

I upgraded 2 phones locally, they asked me if I wanted to keep the same plan, I said yes, I was very happy with my current plan. Got my first bill and was almost 2 times the normal amount. So I called customer service who told me they would resolve this to my satisfaction, which made me feel better, but I told him if not I will take the phones back since I was inside the 15 day period from where I got them if not resolved. So after about 1 hour of decussion they offered to pay my current bill & give me a credit for the difference of my payment for the next 2 years, I was supprised but said sure that will work. So 2 weeks later, my bill has not been paid and no credit on my account. So again I call to see what the hold-up is. Now I am told everything they told me I would get was denied 8 days after that call! I said I did not even know it could be denied they said it was done. So I asked why didnt I get a phone call since this was 6 days ago and im sure you have my number, no answer. So after being transfered 7 times to several departments, Paul Santiago at 8:50 said he would have his supervisor call us right back, so at 11:20 manager Karen called to say they would not honor what they said they would do. Now my 15 days to return the phones has passed, I have spent HOURS dealing with this and ATT is offering nothing.

What can I do?
