So are 2 year plan upgrades basically worthless now? Monthly price jumps so much

So based off what I'm seeing, if I upgrade my phone with a new 2 year contract, my plan jumps from $15/month for this phone to $40.

What?  What a rip off.

So basically we HAVE to use ATT next these days?  Am I missing something
