Deposit Issues

I started my AT&T wireless account on 8/20/2014. I was informed that no deposit was required for my primary line and $100.00 for my secondary line. I paid the deposit and my service was activated. A few days later I got a bill for $445.00 and I was told that it was for a deposit for service. I want to know how is this possible when the rep from Sales and Activation told me something different. Since when does AT&T allow deposits for new service to be billed to your account?
