iPhone to Android phone, $2 charge for changing phones

Hopefully someone can make me understand what I am missing here.

 

Billing Cycle - 2nd of every month till 1st of next month (e.g. 12/02/2012 - 01/01/2013)

$30 Unlimited Data plan

Enjoy 24% FAN Discount

 

On 27th Dec 2012, I went to AT&T store and changed my handset from Android Smartphone to Apple iPhone 5

 

My Bill Reads:

 

Plan Changes

 

Added 12/27
8. Data Unlimited for iPhone on 4G LTE with VVM ............. 5.00

(This plan is $30.00 per month. Adding this plan on
12/27 resulted in the new plan rate being charged
from 12/27 - 01/01. The qualifying National
Account Discount is included in the Monthly
Charges section.

 

Removed 12/28
9. Unlim data for 4G LTE Smartphones w/Visual ............... 3.00CR

Voice Mail
This plan is $30.00 per month. Removal of this
plan on 12/28 resulted in a credit for the days
the plan was not active. The credit is offset by
the days not eligible for the National Account
Discount. 12/28 - 01/01

 

Total Plan Changes .......................................................   2.00

 

i.e. I paid $2 for changing handset

Added iPhone Unlimited Plan on "12/27" = $5 prorated amount 

Removed Smart Phone Unltd Plan on "12/28" = $3 credit

 

Shouldn't Prorated amount and Credit be the same amount?

 

I asked AT&T CSR that if I switch between Android and iPhone, will I be paying $2 on each event

i.e. $60 a month if I change my phone every alternate day

She said YES
