My Phone Is Turned Off!

I paid my phone bill at 11 am and it still has not been reconnected. I also try to call and the automated service tells me that I need to make a payment, when I press 1 for express pay. . I have a balance of 0.00 and don't need to make a payment. This is so upsetting. I have tried talking to representatives and they just told me to restart my phone
