Incorrect final bill + activation fee waivers for byod

Hello. I just got through with a three-month battle to get an erroneous $15 BYOD online activation fee charge removed for a promotion AT&T had back in the month of March (waived activation fees for online BYOD through March 31st). Basically I was charged anyway and after several chats and calls it was supposedly rectified today. The rep said it would be on my June bill even though I couldn't see the adjustment online (closed my account).

Now I have another issue. The bill I have which I thought was the last because my lines were ported out on April 12th night, didn't include the access fee discount on my main line but it was on the second line. The chat rep stated a $40 charge is for lines under contract which I reiterated mine wasn't under contract and then he said something about seeing the credit for unused days of service on my final bill in June. It didn't make any sense to me but I was tired of explaining.  AT&T prorates final bills now?

Basically I closed my account on March 30th to try Verizon, my lines were never fully ported and I had to reopen the AT&T account on the 5th and the port finalized on the 12th night. I reduced my data from the $40 plan (3gb+3gb) to the $30 plan (2gb) on the 12th morning so I wouldn't be charged for a full month of service on the higher plan since I wouldnt be able to use it. When the bill came the beginning of this month, all the data charges were correct and the line access fee discount was correct on my second line but I was charged a $36 line access fee on the first line (no discount). I just want to know if this will be adjusted on the June bill or is it another billing error? Would really appreciate someone's help!
