Charged when service is suspended

I suspended my service 2 months ago and was told I was only going to be charged $10 to keep my number since I don't have a current contract.
I was then charged $103 for the bill term of January-February and was told that this was because I had suspended my service 3 days into the billing period. So yeah I was charged $103 for 3 days usage.
And now I just got charged $103 again, for the February-March billing period! My service has definitely been suspended for this whole billing period. So what is happening?!
