Not honoring promotion

I have been an AT&T customer for about a year. I signed up with Direct TV and they had a partnership at the time with AT&T for internet services. When AT&T purchases Direct TV, they ran a promotion offering $500 credits for Direct TV customers who added AT&T wireless lines. $200 equipment credit and $300 billing credit. Received the $200 equipment credit at the time I brought over new line. $300 Credit should have been applied in 90 days. Well, that was late September. I called on Feb. 12th after still not receiving bill credit. I had been told the month before it was pending and would be hitting my account next billing cycle. On the 12th, I was on the phone for about 45 minutes and a case was opened by the rep who could not see why I had not received the billing credit. She told me it should be applied in 7-10 days. If not, to call back. Which I did today, only to be told, that the had not been looked at, but that I would not be receiving my credit because I paid my bill late. So now no billing credit and I owe Verizon $400 for leaving them after 10 years.
