My son ran up a $780 data overage charge that AT&T won't refund

Why won't you refund the $780 data charge my son inadvertently used? He is on my family plan which had unlimited data that cost $170 a month. When my son told me to get rid of it because he was not watching videos on his phone I cancelled it for a basic plan. The next week I got a text message warning me that he was going over 380 megabytes so I called to move it back up to 2 Gigabytes for an additional $20. A week later his phone was turned off. When I called to have it turned back on I was not told how much he went over on data. I did not find out how much until I recieved my credit card bill. I immediately called customer service and was told he used over 11,000 megabytes and was being charged $20 for each additional 380 megabytes. I was also informed by a supervisor that it was too late to roll back the charge and the best he could do was offer me a $50 discount.  I asked him why it wasn't rolled back when I called to turn on the phone. He said because I didn't ask, which was impossible since I wasn't told. SInce I followed all the rules I believe I am being unfairly charged an exorbinant amount of money for a mistake my son still doesn't understand how it happened. I am retired and living on Social Security and can't afford to pay this charge which I have disputed on my Citibank credit card. There has to be a way to forgive this mistake.
