Moving number to another carrier. Requirements?

I'm tired of AT&T. There have been nothing but problems. At the store, they sold me a phone I don't use half of, promising features that would make use of this phone by a disabled person "a breeze". They didn't tell me the additional cost of insurance, "mobile locate" (which my daughter says is useless), or GPS. They didn't explain prorations and activation fees for my line or my daughter's. The bill is THROUGH THE ROOF. Explain how the commercials say you can add 5 lines and pay $150 a month, but we only have 2, and it's $180? And not even unlimited internet.

 

We brought her number from a GoPhone account to give it a try and it was a bad move. I have decided to port her no-commitment iPhone 3GS number to another carrier. What are the requirements for AT&T to approve this transfer?

 

I will say that my current bill IS past due because of the representatives' unwillingness to show they care for their customers by providing me a credit or even an explanation of all these charges. I had to have my child do it. The bill is simply too high to afford on my disability pay... I'm stuck in contract and will surely be disconnected for nonpayment, but maybe I can get my daughter out so that she can have service.
