Autorefill failed and cost me $5

I switched from the $40 plan to the $45 one. They say there that autorefill cuts $5, so I still should pay $40 a month. But guess what, autorefill failed and I can't turn it on, and this is the error message:

 

Auto Refill enrollment is currently unavailable. Please try your request again in 2 days.

 

I can't have my phone cancelled, so I was forced to pay $45 now. Your bug cost me $5.

 

So I have 2 questions.

1) Is this a scam?

2) If it is not a scam, can I get my $5 dollars back, please?
