Over Billing then late charges applied

I received my first bill last month with a pro-rated amount of $4.50 for the previous month of service. The charges accrued for 4 days of "service". Services, which were NOT rendered due to the fact that I did not receive activation codes for the phone until after the new billing cycle started. I have not paid the amount because in those 4 days, AT&T did NOTHING for me. The phone was unusable without activation codes - no calls, no texts, NOTHING! I called customer service and spoke with a rep, then their manager, who stated that he "understood" my position, but was not in a position to credit my account. Now I have a $5.00 late fee in addition to the original $4.50. As much as it is a small amount, I wonder how many millions they make on services they do not provide. I will not pay the late fee or original charge, but no one seems to be contacting me, despite emails sent through customer service. [Per Guidelines:  Keep it Relevant and Appropriate]. Maybe, if I make this public, the charge will be removed, since AT&T "understands" but still refuses to correct the issue.
