Is it normal to be penalized for requesting to speak to a supervisor?

Today I called the Business wireless service dept. to cancel my wireless service for 2 tablets (kept my phone and internet services). The rep. who handled my call informed me of a $142.00 cancellation fee per line. After I explained to her that I was never made aware of this fee, and that I was not using the service, she offered to waive 1 of the cancellation fee. When I asked to speak to a supervisor about waiving both cancellation fees, she came back on the phone and informed me that her offer would no longer be available once she transfers me. I accepted to speak to the supervisor who was of no help,and that point, refused to waive not even 1 cancellation fee. I feel outraged!! Is this bullying tactic standard procedure at ATT ? Since when do customers get penalized for requesting to speak to an employee who may have more discretionary powers ?

My wife and I have been ATT customers for about 15 years (personal & recently business), and my experience today has really left me with a sour taste. I would appreciate any feedback about where to turn to with this issue.
