No Call from ICU for Last 22 Days

After noticing that I had been overbilled for months I contacted the Customer Service Dept and had my billing issue forwarded to the ICU department. I was promised a call back within a week and it is now going on 4 weeks. Does anyone know how to contact this mysterious "ICU" department? They give you no case number, no contact number, nothing...it's almost like they are just stalling hoping that I forget about my issue.
