Billing Errors

When I received my final bill recently, I had to review past payments to AT&T which prompted 2 calls to customer service on 1/29. I inquired of two separate payments the first of which was applied at the time of purchase for my family plan and three LG phones which had an activation waiver according to the sale. The agent on the phone told me he did not understand this charge and connected me to Mario the Enfield Ct store salesperson(?). Mario said he could nit share information I've the phone and asked that I come in which is not possible at this time.
I called customer service back a few hours later after receiving a transaction report from my bank. My inquiry was first, is the Enfield Ct store a corporate store? The reply was "yes" I then asked why customer service could not access information concerning that transaction and why I was double billed in August? It turned out that this information was available and the agent said I was billed twice for activation fees that were supposed to be waived. I asked for a credit or adjustment to my final bill to which the customer service agent replied that this was not possible as this happened in the previous year. I made the agent aware that the bill I received was for the closing of my account in 2014 and what she was telling me made no sense. During this conversation I asked for a customer service supervisor and was not connected to resolve this problem.
The issue is NOT what my charges are for ending the contract. The exact problem is two separate charges for activation which we're supposed to be waived and in the second charge to my Bill in August, AT&T did NOT detail that charge at that time or it would have been challenged immediately. In fact, my understanding was at the time the added charge was a deposit that became necessary for lack of credit.
I am hoping that AT&T will seek to resolve this problem amicably before it becomes necessary to take other actions on my part to resolve it.
Who at AT&T with the authority to resolve such issues can I speak to?
