Being charged for nothing

Ever since I got my new phone, I have been randomly charged for nothing at all.  I have called a number of times and had the charges reversed because in my opinion, this is a scam on AT&T's part to nickel and dime people to death but always in such tiny increments that they won't bother to call.  Today's charge was for $0.13.  For nothing.  I have data turned off.  I know the difference between WiFi and Data and I keep it turned off so I won't be charged.  I did not turn it on today.  I did not even get on the "internet" today using the phone, something I do do when at home on my WiFi network, but when I'm out, if there's no WiFi, then I don't get internet, period.  So why am I being charged?  I've been hung up on and argued with and I am sick and tired of this happening over and over again!  It's ridiculous.  I buy 200 text messages a month so I don't have to "pay" for each of those I send, so sending text messages should be "free" once I've made that purchase, which I last did on 12/29 and I have over 200 of them available.  So why am I being charged???

I think it's awfully convenient that there's no email addresses to be found anywhere on the AT&T page so I can write to complain.  I'm tired of having to call every time this happens.  I should NOT have to spend 45 minutes arguing with people over $0.13 that should never have been charged in the first place.
