Can't upgrade my phone because I reached my limit of cancellation orders

The Iphone 6 is so popular that I decided to upgrade both my lines so I pre-ordered two 16GB phones. However, I realized 16 was not enough so I canceled my pre-order and ordered two 64Gb phones that would take TWO months to receive it. I found one phone at a local store so I canceled one of my orders AGAIN and purchased it at the local store.

 

My other line is more complicated since each time I canceled my orders, I was still charged an upgrade fee and after a several calls and searching for a phone for myself, I finally found one! However, ATT is saying that I can't upgrade because I already signed a two year contract, I used my two reversal upgrades for the year, or I have already upgraded my phone.

 

I was so fed up with ATT that I filed a complaint with the FCC, FTC, BBB, State Attorney General (for IL and IN), and emailed my story to the media. So far, I have not received a call from ATT for a full refund of all my costs, to obtain my previous grandfathered data plan, or to be eligible to an upgrade on my line.
