Data Charges Inexplicably Rising

My data charges from AT&T have been inexplicably rising over the past 6 months with not only no change in activity over the past year, but a severe restriction and monitoring of cellular data usage. 

 

The most recent over billing came today by email notification stating I was at 60% of my 2 GB data plan for the billing period of 623/2014 - 6/21/2014. According to my records, from My Data Manager app, during this billing period I have only used 449 MB as opposed to the 1342 MB AT&T is stating. 

 

The claim of 1342 MB usage is further disproved by my absence from the country and AT&T's network between the period of 6/18/2014 and 6/30/2014. At this time my phone's cellular data was also turned off.
