Not receiving bills and poor customer service

I have, since we first set service up, been unable to consiststantly receive my bills. As a result we have difficulty paying on time. Usually they work with us. Today however I first spoke to a young woman who had such a thick accent I had trouble understanding her who said I was 2 months behind and had to pay 867.00. I said I was able to pay some (almost half) now and I was able to set up for the balance to be deducted on pay day. A supervisor was brought on and he would not even attempt to work with me. When I asked for his supervisor he told me that wasn't necessary that his was AT&Ts final stance. I called back to speak to someone higher up and got a woman who tried to work with me but the person in billing she transferred me too said that policy had changed and no partial payments were being accepted anymore because when bills are late AT&T has to pay themselves to cover until the customer pays. I don't even know what she means by that. What I am seeing here is that they are refusing payment from me. I am angry that no one will work with me. My son is out of state visiting his grandparents and now I have no way to get ahold of him. I am ready to find another phone company.
