Why can I not get my bill straighten out after calling five times.

I have called five times since March 2016.  Each person submitted a investigation and some of the charges were removed.  But I am still being charged for a phone I don't have.  I ordered the new Galazy 7S on the payment plan.  The first phone I ordered was not working right so I called and it was within the 14 days so they shipped me another one but when she setup the replacement to ship she noticed it was on my husbands number not mine so she cancelled it and then reordered the replacement on my number.  Plus at my original order it stated I would get a pair of the eye 3D things but did not so she offered me a tablet stating it would only be 10.00 more per month sharing my phone plan data.  So once I got the new phone and tablet setup and returned the defective phone.  (of which I have emails to show all transactions described here) Now I find they are charging me for two phones - one on my line which is fine -but another on my husbands line of which he only uses a flip phone and does not use data.  At that point they was charging data charges on him and on the tablet as if it were a separate phone line.  Some of this they have straighten out.  Right now I am paying for an additional phone I don't have.  They are also charging me over 40.00 extra a month on the tablet.   So its almost a 100 over charge.  Plus I have made three payment on a phone that they need to re-emburse me.  The only thing I can do at this point is file arbitration or file it in small claims court.  Everyone of the employees don't seem to be able to see that they refunded me for the shipping on the return phone and that I only have one IME number working.  So agrevated and disappointed in ATT being a customer of 20 years......
