Fed Univ Service Charge on ETF??

I just received my final AT&T bill.  The only charges on this bill are:

1. Contract Termination Fee ($185) 
2. Federal Universal Service Charge ($8.66)

The ETF was expected, but how can AT&T possibly impose a "service charge" on an early termination fee?  There is no "service" being charged on this bill.  Is this correct?  Or is this just one last overcharge from AT&T in their long history of overcharging me?  Routine overcharging is why I was willing to pay $185 for the privilege to leave AT&T.
