Sounds like the start of a run-around - Help

I switched 4 lines from Verizon to AT&T on the Switch program. Today I received a letter with no reference numbers, only a statement that reads "We regret that we are unable to process because your request did not meet the following requirements: Phone not traded in. If you have any questions , call (800) 288-9983"

 

I called and it said to hang up and call (866) 852-8617. I called that number and it said please allow 12 weeks for fulfillment and hung up on me.

 

What now?
