Turned phone off, except WiFi - still charged for international charges

I'm really frustrated. I've been an AT&T customer for 15 years and a very small overage charge is going to be the reason that I look at alternative cell servcie.  I went to Mexico last month and turned off my cellular data AND my roaming data so the only time I thought I was connected was when I was at the hotel and connected to WiFi.  I think it's completely unfair to charge people when their data is turned off and if data and cellular service is not the same then don't label the button on the iPhone "cellular data".  It's completely misleading and I'm so annoyed. I called your customer service line and they suggested that I should have signed up for an international plan. I did for a trip back in September, and it was an outrageous price for a week of vacation. Other friends with other plans paid per day which makes more sense.  This trip I decided that I didn't need my phone and I would just use WiFi in the hotel - well, apparently that's not an option. For the amount that I pay for a cell phone each month, this is maddening!
