Activation Fee, Worst Customer Care responses

I am planning to upgrade my iphone 4 to Galaxy S4 and shocked to see $36 activation fee. I have 3 iphone 4 in my family plan and never charged any such fee in past. To make things worst, customer care is good for nothing. I think it is good time to switch to Verizon or T-mobile.

I don't know why there are people in customer care, who cannot help, they are rude and I am sure are another reason to leave AT&T. Though I have talked to some nice people, who offered solutions and happy to help, rest all are like good for nothing.

Is there any one who can solve this activation fee issue, otherwise I would rather wait for 3rd phone to complete contract soon and move on to better provider.
