I don't know where I can file a complaint about what I met for the last half year so I decide to post it here. hope someone can read my long story and help me out.

I am student came to America Oct, 2013 and I met some trouble with AT&T and its authorized dealer.
On Sep 18, 2013, I went to this AT&T authorized dealer " One Stop Wireless" with some friends, to open an new line in AT&T family plan and I paid $500 deposit and $44.4 sale tax for the new number 917-690-0199. While all my other friends upgraded to a new iPhone with contract price $199, I was the only one unable to upgrade. I have been working on this problem for the 5 months and went to their shop nearly every week, made 17 phone calls to AT&T customer service and went to 3 other different AT&T shops, they gave me 12 reasons but none of them were able to solve this problem.
Finally I gave up and went to their shop ask them to cancel my old line and open an new line, which is my current phone number, so I finally get my new iPhone. But things went wrong again, they took several days to cancel my old number, in the mean time my new phone number was in a new family plan which I was the only one in that plan. As a result, I had to pay $258.44 for Feb ( compare to my $50 monthly fee).
And about the deposit refund from the old line, I only receive $450 and they didn't refund so called 'sale tax' part ( from what I understand, $500 is only deposit and no sale occurs).
So that is what my problem is, for the hundreds of hours I spent on this issue, I didn't receive any reimbursement as I deserved, not even an apology, but pay much much more money. Can you help me out?
