INCREASING YOUR BILL ONE WAY OR ANOTHER

I have been with AT&T for over 3 years not long human years but a very long time in phone years. I wanted to upgrade my phone and I was happy to find out the AT&T was one of the few providers that still offered a 2-year contract agreement and pay for your phone upfront instead of all theses "Next" type programs. I like the amount I pay month it was one of the main reason why I switched over. I paid over $300.00 for the iPhone 6s renewed my 2-year service agreement yet my bill is still going to increase by $25.00. When I contact the customer service office they could not give me a straight answer as to why this was happening except that because I did't elect to join the "Next" program. When I requested to speak to a manager they refused to and the person just stopped talking to me so I hung up the phone. Had I joined the next program my monthly bill still would increse by $25.00 or more after all the taxes and fees. My question is if I am willing to lock myself into another 2-year contract with no changes to my phone service plan and I am willing to pay the $300 for the phone why is monthly bill still increasing? The only conclusion that I came to was that AT&T wants to charge extra simply because they feel like it.
