Rollover Data

I have no issues with data usage now that I've upgraded to a 6 Gb plan. I did notice after I had 3Gb of rollover data one month and then 1 Gb the next, that this didn't get all 4 Gb transferred over to the following month. I only got the 1 Gb. How is this considered rollover data? This is how it works. If you have a 6Gb plan and you accumulate 3 Gb of rollover data for that month, you have 9Gb for the next month. As soon as you start using data, it eats into the extra 3Gb of rollover, then your normal data plan. Anything unused out of the normal plan is the rollover data for the next month. My concern is that this is on a month-to-month basis. If I accumulate 4Gb of rollover one month, then 1 Gb the next, I don't have 5 Gb on the 3rd month, I only have 1Gb. T-mobile offers 12 months of rollover data NOT on a month-to-month basis. Did AT&T just decide to offer this so that they can label something "rollover" without it actually being a true rollover plan? I can see the logic that we would go over on data and then we can be billed $30/Gb in overages, but if I'm consciously trying to save data to have it rollover, I feel like I should be rewarded for it.
