Disputing the $40 reconnect fee on current bill

In reviewing my bill I would like to
Have the $40 reconnect fee removed ... As I explained to the sympathetic At&t rep I had attempted to set up an auto bank draft as I've happily done many times successfully in the past .
Apparently the process to do this has been slightly tweaked and caused me confusion .... I was under the understanding that I'd made arrangements and when I quickly glanced at the following text I'd received from AT&T I believed it was confirmed....

.I didn't want to double up a payment so I let the message ride thinking I was using the same system I'd used the month before ....as a long time customer of AT&T looking at my records should establish that this service has actually been used effectively .... Records indicate as well my attempt to set up a payment to avoid this very circumstance .... The slight shift in the format is a bit ambiguous ~ it's clarified now and I don't perceive future problems ... But I think there is a culpability on the part of AT&T hence my belief that the $40 should be waved .... Thank you in advance for your assistance in achieving this result .
