Unexpected one-time charge

I have changed my payment method from pre-paid to post-pay on Oct 10 at AT&T store. I have got the first paper bill on that day, and it states total charge as $75.89 (it includes surcharges and other fees of $10.15). Today I logged in my AT&T app to pay my bill and saw the total charge has been changed to $116.03. $45 was added on the initial amount as a service-change fee of Oct 10. However, I was not informed about this fee on that day. If you AT&T wanted to charge me the service fee, you should have informed me about the fee before you give me your service. Or you should have given me the bill which includes the service charge.
Charging your customer without any notice? It looks like you do not know the very basic rule of business; before selling your products or services you must give your customers the information about what you are selling.
