ATT Unable to Locate Returned Cell Phone

I exchanged cell phones and returned a cell phone for a different one. I used the pre-paid shipping label and drop the phone at the USPS on 9-4. Through my research I found out that the USPS only accepts the return and hands it over to a 3 party shipper called Newgistics. The tracking from Newgistics indicated that the phone was delivered on 9-14 to Fort Worth TX. I received text and emails indicating I will be charged full price for the phone even though it shows as being delivered on 9-4. I have been dealing with ATT trying to see when this phone will show as being returned. After several phone calls in which I have been on hold hours at a time and transferred to several  different departments, no one wants take accountablity and correct this issue. I have had several online chats also and have been told it will be taken care of. Meanwhile a $719.99 charge has shown up on my bill.  Comments have been documented on my account that the charge will be reversed be still has not. I have chat transcripts, as well as tracking info. I need somone to take responibility and follow through on correcting this issue. Accountability is sorely needed.
