Bill higher than expected and no payment arrangement option

i am a new customer, when we excepted new wireless phones i was very specific concerning costs...since my husband and i are on a very strict budget...i asked exact cost of 1st month bill and every bill after...when i rec first bill it was over 200.00, i called and was told bill was correct, even though i felt the old bait and switch had occurred i agreed to pay buat stated i could only pay 100.00 at that time ..i was told tahat was fine to call after the 17th tao work out balance... i called and was told no extension could be given....because i was a new customer....WHY WAS I NOT TOLD THAT IN THE BEGINNING ???? ALSO MY MONATHLY BILL IS MUCH, MUCH HIGHER THAN WHAT I WAS TOLD AND AGREED UPON.....AND AT&T HAS NO WAY TO FILE A COMPLAINT!!!!!! WHAT IS WRONG WITH THIS PICTURE ?????
