AARP Discount Not Qualifying

I was disappointed to find out today that my AARP discount did not qualify because the plan I have is to low.  I would have to upgrade my plan to get the discount.  Doesn't seem right for retired persons.  Ad doesn't state there are conditions as far as plan.
