Advice on my bill

I switched from sprint to Att in order to save on my bills but now I am paying $32 more and I need some guidance. I bought an iphone 6 plus using the Att Next plan and here is a breakdown of my bill:

 

Mobile Share Value 3GB with Rollover Data : $40.00
 
Mobile Share Value iPhone on 4G LTE w/ VVM : $40.00
 
Discount for Mobile Share Value Savings : −$15.00
 
Total Monthly Charges : $65.00
 
APPLE IPHONE 6PLUS
Amount Financed: $749.99
 
Installment 1 of 30

Balance Remaining after Current Installment: $724.99

 

Onetime Charges : $ 15

 

Together with taxes and fees, my bill comes to a whopping $122. 

 

1. I am not even sure what "Mobile Share Value iPhone on 4G LTE w/ VVM : $40.00" is for. Could someone explain that to me? 

 

2. Can I take my phone to another network but still continue to pay for it under the installment plan?

 

3. I barely make any calls or text and I use about 1 GB of data every billing cycle. My phone is primarily to provide a number that I can be reached on by businesses and government agencies etc. So I don't want to pay a little fortune for it every month. What is the best way to proceed. Are there any cheap plans out there for me?
