ATT Next billing issue

I bought a phone with ATT Next in December 2014.  I have never been billed for the NEXT installment for this phone.  The first couple billing cycles I just thought it was delayed in posting the contract to my account after the Christmas rush. After still having no installment on my bill at 3 and 4 months later, I called ATT CS and have been into the store.  The store had no idea, and told me to call CS.  CS put me on hold for a long time, and also came back without a real solution.  The best they could find is an article in their system which indicated a small number of phones bought in December were not being billed, and that they would resume billing with the July bill.  So I waited, and just received my July bill - again no next installment on the bill.  I can see online that I have a NEXT contract.  The status is pending, the balance due is the full amount I paid for the phone, but there is no way to make a payment against the NEXT contract balance as it is never on my bill, and if I pay more than the amount due on each bill, it just creates a credit - it never reduces my NEXT installment balance.  So I have a phone I can't pay for, even though I want to pay for it, and nobody at ATT can help me get this fixed. I am hoping a moderator/employee could respond to me so I can supply my account information and you could look into this further for me.  Thank You.
