billing fraud

Please advise where I can report billing fraud by AT&T?  I have always had combined billing (home phone & five wireless phones).  This month I received 2 bills from AT&T.  The one I normally recieve (combined bill) and an additional bill (with an account number that I do not recognize) for the same five wireless phones.  WHAT?  I just paid the bill for the wireless phones & home phones, now AT&T is sending me an additional bill for the same wireless phones?

I contacted AT&T by phone.  Spent over an hour and a half being transferred to four different representatives including supervisors.  Not one person was able to figure it out!  When you call the department who sends the combined billing statements, they do not have access to the "wireless only" billing statements, and vis versa.  It's two completly different companies who do not share information and therefore do not have the capacity to solve the problem.  I thought AT&T was all one company, but apparently not. 

So after long agonizing discussions with four different people we were told to drive the AT&T store and have the salesperson correct the problem.  Again, WHAT?  So my husband drove across town to the address we were given only to find out that the personell at the AT&T store does not have the capacity to change anything on our wireless or combined billing unless we are purchasing, adding or deleting a phone from our contract, which we did not!

So now, I am in search of any goverment agency where I can report the fraudulent, duplicate billing for our wireless service. 

If you know of any such agency, please advise.
