Whats App International Voice Billing Help

On 04/12 and 04/13 I used the application What’s App to make international call for a total of 45 minutes.  I received a bill for $305 due to be paid in mid May 2015.   Which bewilders me as What's App utilizes data and not voice.   I contacted Daedora with AT&T customer service on May 9th who told me that the charges for the international call will be waived and will reflect on my bill within two days.   After checking my account two days later no charges had been waived.  I then contacted Kharmelyn-S and was suddenly told that only 50% can be waived. 

I was using wifi at the time of the call and not utilizing AT&T services for the call.   So can a customer service agent who understands these issues please explain why I was charged for this?  Why would I be told one thing by Daedora and something completely different by Kharmelyn-S.  As a loyal AT&T customer of over eleven years I would appreciate some better assistance than I have received so far.
