Unauthorized Charges of $760 After Upgrading Phones with 2yr Contract

Does anyone have experience contacting senior management at ATT Wireless?  Any advice on identifying and contacting the appropriate individuals would be appreciated.  The regular customer service managers just aren't getting it done and appear to be bound by non-sensical polices that come from higher up.  I need to contact someone who has the authority to either consider and revise the flawed policy or at least make an exception to the unauthorized billing on my account.  Thank you.  JB
