upgrade frustration

I have been with att for years. I've watched my Bill grow and grow with the addition of more lines to my account, added data... I was extant happy to find out I qualified for a discount on my line the last time I add a line to our account. Today however, I was extremely confused and frustrated to find out that if iupgrade my phone and sign a new contract I am going to lose my discount, raising my Bill $25.00/month for each line I upgrade. Can you please explain to me how this makes sense? By staying with you while my contact is up, I am rewarded, but making a choice to sign a contract and commit to staying with you I get penalized? Needles to say, I am not upgrading at this time.
