Wronged charged ETF

I signed up for AT&T service with brand new iPhone 6. The service at my home was patetic. So I called tech support and Sandi researched the issue with all kinds of settings. Also created a network ticket. Finally she said, although mine is a 2 Year contract, since AT&T is not able to provide service as part of their commitment, she advised me to port my number out and she would waive the ETF fees (but as usual she did NOT make this note on my account).  

 

Now I get a bill with ETF and Activation fee for $1845 (5 lines). I called the customer service and they dont see this important note and are not willing to waive the ETF.

 

This is mal practice of not making the notes as prmised to the consumer. AT&T should not do these things to safe guard the good reputation. So I am planning to report this to Governor's office of consumer affairs http://consumer.georgia.gov/ and FTC http://www.ftc.gov/faq/consumer-protection/submit-consumer-complaint-ftc
