looking for at&t wireless store district manager phone number

I had purchased 2 iphone from the store under buy 1 get 1 free deal on Mar31, 2016.    now AT&T would not honor the deal.    I had talk to customer service for 6 hours.   and talked to 2 diffenece supervisors, and they even called the store, and asked the store to reslove the problem.   And manager Doug there refuse to help.   I asked for the district manager's phone number or e-mail.   He refused to tell me, and said "they do not give the contact info" .    So anyone can help me get contact with the DM to the problem resolved?
