Termination fee from previous carrier!!

I switched to AT&T from verizon and was told They take care of termination fees, however I received a bill for over $1000 from Verizon and when I called AT&T 3 times I was told the woman wasn't sure how to handle this! I never would have switched plans! Please direct me to who handles this
