Roaming text charge

i was charged for 3 text messages totaling $1.50. The bill indicated I was in Canada or South America. I live in Buffalo so I'm close to Canada. I am requesting a credit for these charges because I should not have been roaming. Is there a way to prevent this from happening in the future?
