Will ATT lower my bill if they provide incomplete services?

Without getting into all the particulars, I have been a customer for a while and had considered leaving for another mobile company but then decided to stay with ATT. In the midst of the "change" the other company picked up my number but since I did not activate service and remained an ATT customer they "released" my number back to ATT.

 

My current problems are that any customer of the other company who calls me gets an out of service message. I have spent 3 hours on the phone with ATT and the other company, and ATT has told me they were fixing it with the other company themselves. I have been in store for 2 hours and no fix. This has been going on for two months now and ATT has said essentially they will not do anything about it. The other company has said it is an ATT issue. That is not fair to me, and I am on this next plan for the next few years it seems. I feel cheated.

 

Since they won't corrcet the issue, could I at least get a discount on my bill. My fiance uses the other company, so it is really a joke to pay full cell service price when the most used app on my phone is Google Voice.
