Account created through fraud

I received a bill for almost $300 this week for 3 wireless devices / services that I didn't order.  The only association I have with AT&T is subscribing to their month-to-month iPad data plan which is cancellable at any time.  I called customer service and the rep transferred me to the fraud dept after answering a few questions.  I was told I would receive a letter stating I am not responsible for the bill.  Hopefully I will receive one next week and not be forgotten.

 

Overall, I can't complain too much about the phone call except that there was no explanation for how it happened, whether they will investigate, and no assurances given to make customers feel somewhat safe dealing with AT&T.

 

Questions I have:

- what controls does AT&T have to prevent this?

- Is it so easy for anyone to come off the street with any social and get phones and data??  Doesn't customer service check ID's or do some sort of verification?

- is this an inside job (Only saying this because I've never dealt with AT&T other than through my iPad)?  I have a secure wireless connection for those who are wondering.
